Changing the state selected with my federal return

When first setting up my return, I chose NJ as my state (1 free with Fed return).  But I now want to set my free state return to Pa.  I tried the "Remove your State Tax" feature but NJ still shows up as my default state, meaning I will have to pay an extra $45 to add Pa as a 2nd state.  Any suggestions?

Can you clarify if NJ is your resident state? 

When you enter your information, TurboTax automatically includes a resident state tax return for your resident state.
