cannot file NY return as it won't accept 1099-R 12a amount

Tried to file returns but NY State not excepted. Problem is with 1099R form, line 12a, which requires that state and local withholdings cannot be greater or equal to gross distribution. There was no withholding from this 1099-R. Turbo tax will not accept "0" and I am unable to continue?? HELP!

You may need to review your form.

You may be holding a different form or the information might be entered in the wrong section of TurboTax which is resulting in the error message.

I recommend reviewing your form to ensure you are entering the correct Form in the correct input section of TurboTax.

I have attached a blank Form 1099-R.  There is only a box 12 for FATCA filing requirements that could be checked.  There isn't a box 12a.

Form 1099-R would be reported under Income & Expenses in the section titled Retirement Plans & Social Security.

Wages reported on Form W-2 would be reported under Income & Expenses under the section titled Job (W-2).

The forms need to be reported in the correct section to avoid any delays in processing your tax return as well as to ensure they are taxed correctly.  It also helps ensure the items reported to the taxing agencies match the items reported on your income tax return.

@Ristau    @JotikaT2

I've seen that "12a" a  few times now.   And it appears to be a text error on one of the TTX Review/error pages, where TTX did not renumber that 12a to the new 2020 box 14a.

.............boxes 12,13,14 from the 2019 forms were officially renumbered as 14, 15, 16 in the 2020 1099-R forms

It is really referring to box 14 (the "a" just refers to the first state line on the form for boxes 14,15,16)

So you really need to have box 14 in that value... BUT
BUT..but........Buuuuut !!!!!

IF it's for NY?  Then it may really complaining about box 16 being blank....and you need to copy box 2a into box 16 as the NY distribution amount  (or the Federally taxable amount of box 1 if box 2a is empty).

WISH TTX WOULD FIND THAT ERROR PAGE AND FIX IT...but I don't have NY software to confirm
