Can you tell me what NJ-1040 P2: line 42 juris code means. Im a resident of nj but I work in NYC

What state do I choose?

I found the list of codes but I realized since I worked in PA, i was taxed by the locality not philly or another city and not by PA obvious. However, I dont recall having to do this step with the 2 digit code the past few years. I'm not sure what I might have done or what changed recently. i used code 53 for other

The jurisdiction code identifies where you paid taxes when claiming the credit for taxes paid to other jurisdictions on your New Jersey return. As you know, New Jersey and Pennsylvania operate under a reciprocal agreement - so you don't pay tax to Pennsylvania as a New Jersey resident. However, the reciprocal doesn't apply to local taxes. Since you paid local tax in Pennsylvania, you're eligible for the credit for those taxes paid. You are correct to use code 53 for other as the jurisdiction code.
