Can the state of Kansas take from my Federal tax return to pay what is due in Kansas taxes?

My Federal is 1085. I owe 110 to State of Kansas. When I go to sign my returns, the federal has changed to 975 which is 110 less than the 1085 which is what is owed to the state of Kansas.

No sorry.  At the end Turbo Tax just shows you the net federal and state combined. But that is only for your info. You will still get the full refund and you need to pay a tax due.
