Can I use TurboTax for my state taxes and if so which versions & how much to file each: 1 non-res for IL, a Part Year NY with NYS Education credit, and a part year CT?

My home state was NY. I graduated college May 2018. I went to paid training for my new full time job Jun-early Sept in Illinois, then moved to CT in Sept for my job once training was completed. I expect I can claim the NYS Education credit. Beside my W-2 income for IL & CT, I also earned some interest (savings acct) & dividends (stock). I want to know if I can use Turbo Tax to complete my state taxes, and if so, how much it will cost to file each state, and what version of TurboTax will I need to use.

For Federal taxes, I beleive I need to use Deluxe because I have both dividends and plan to take the Lifetime Learning credit. Is this correct? 

Below it made me select a product, but I don't know if its the right one.... not sure between online or download, and what the difference is.

If you start your return using the Free edition, TurboTax will automatically recommend the best version of the software for you after you have entered the information you have for all federal and state incomes.
