Yes - you can use TurboTax to prepare and file your federal return without your state, and prepare and file your state return not using TurboTax.
But please be aware, you cannot use TurboTax to prepare a state return and not your federal return - please see the following TurboTax FAQ, "Can I prepare and file just my state return using TurboTax?":
