Can I claim Solar tax credit in 2022 return if I made 45% of contract payment in Nov. & Dec. 2022. 55% payment made in Jan. 23. Actual supply & install happened in Jan 23

No, you would claim it in the year it was installed and ready for use.  So you can claim it on your 2023 tax return.
