Can I amend a state tax return which has never been filed?

I’m trying to file MA state tax return 2020 before the extension ends.
But maybe because my federal tax return was amended, I can’t create a state tax return with Turbotax now but only the amended one.
I wonder if it's okay to mail the amended state tax return while the original one has never been filed? Many thanks!

you can't amend a return that has never been filed. what you are actually doing is submitting an original. can't say if the state would allow e-filing. if not, then mailing it but be sure to use a method where you can either track the return or get proof of delivery.

Thank you for your reply.
The problem is I couldn’t manage to create an original state tax return with Turbotax now (the downloaded Form 1-NR/PY is marked as “Amended return due to federal change” on page 1)
Should I mail this version as my state tax return? Or what should I do? :(
