Box 15 for State Taxes doesn't give Tennessee as an option to select on the dropdown

Are you talking about box 15 on a W-2 form? Tennessee is not in the dropdown because Tennessee does not have any state income tax. If box 17 is blank or zero, leave boxes 15, 16, and 17 empty in TurboTax. Don't enter anything in those boxes.
