As an airline employee who lives in GA but flys out of (is "based" in) Detroit, do i need to file a Michigan State return? The airline is headquartered in GA.

No - you do not need to file a Michigan return.

Georgia is your resident state.  Your state residence is protected by DOT regulations.  For those subject to DOT regulations, you only need to file a state return with your state of residence.
