As a federal civilian, I PCSed and received a W-2 for the government's cost of that move, which counts as "income" for me. Does the state of Virginia tax this income?

Unfortunately, Virginia follows the federal tax treatment for the moving expenses so they are counted as income if you are not in the reserves, performing artist or otherwise qualified.
