After starting your Arizona state return it should ask you a few questions. One being about Arizona Municipal Interest, after you click continue, you get to this page:
Select "I have a qualified 529 plan or an ABLE account" and any others that apply select continue.
After answering your specific questions on this page it will bring you to the contribution page.
