I am running TURBOTAX Windows DESKTOP HOME AND BUSINESS TAX YEAR 2023. The State download is in a loop and does not complete. I have uninstalled the TT program twice with no luck. I have reviewed previous posts with this problem and saw the zip tool solution. However, this zip tool refers to the 2022 TurbTax. Any remedy would be appreciated.

The vast majority of State forms are not typically available until well into January of the tax season.....so your uninstalling/installing will likely do nothing.....even if the installation process seems to indicate they were downloaded.
Beyond that, there does appear to be something that TTX software folks need to work out for state forms download/install......but don't expect your VA tax forms to be ready until mid-late January in any case.

sagnr -- You are not alone. I, too, have encountered the Virginia state download loop problem with TurboTax Deluxe. A few days ago, TTax indicated that Virginia state download would be ready on December 14, so I tried it today. Now the December 14 message no longer appears, but the looping issue prevents a successful download. I, too, tried the uninstall and reinstall, but that does not work. As you point out, the state "clean" tool does not work either, as it is labeled for TurboTax 2022. I tried it anyway, but it does not work. I am about to try the third suggested solution -- starting Windows (I use Windows 10) in Selective Startup Mode. If that works, I'll update my message. We may have to just wait for a fix, but if anyone succeeds in downloading Virginia state 2023 in the meantime, please let us know. I have used TurboTax for at least 19 years and have never had this state download issue before.
I have spent at least 6 hours trying to resolve this issue. Either the TT code has problems or the state download date they posted is incorrect. Either way, it sure would be nice to get some type of feedback from TT. It is a download of state forms so it shouldn't be this difficult.
I started on the morning of the 14th anticipating that it would be available so could do some end of year planning. Have Windows 10 with all of the latest updates. NO JOY in getting this done.
Where is the official response to this problem??

Thanks, Jim71. I wish TurboTax had used these official Virginia dates in their original ready message (December 14). They could also alleviate our anxiety by inserting the dates you found in a new "ready on January 4" message, rather than spinning us in an infinite loop.
The TT 2023 state fiasco - I purchase TT in Nov so I can preplan.
OK for federal, but useless for state.
After 30+ years with TT, time to look at other options for the future.
12/22/2023 Same problem with loop for Virginia state. This is different than prior years when you either got the download or a statement saying when the download would be available. Something is not working correctly and should be addressed by TurboTax.

I discussed this with a TT representative on the phone. The representative confirmed that the software executable is installed, and State forms will download when they become available from the State.

Thanks. I understand now the forms are not yet available (it seems 1/18 is the date -- seems late to me, but that's not on TT). However, for many years, TT advised when the forms would be available if you tried to download them early rather, than put one in a continuous loop. I think by trying to download and looping, maybe the state will download automatically when available, and you don't need to go back to download. Either way, the communication message to users should reflect the situation. A continuous loop is just frustrating -- as everyone likely tried several times to download.
The Virginia State Tax Program updated today (1.4.24). After opening my return I clicked on the Virginia box (that was previously in a loop) and now it shows an amount and the state program has loaded. I realize that all the forms (Fed and State) are not yet available. Just wanted to provide update.

Ohio still refuses to download - just in the endless loop telling me it's ready and I need to download it. Then go through several more clicks to tell me it's up to date. Then takes me back to the original screen saying I need to download Ohio.

The Ohio state tax forms for tax year 2023 have not yet been finalized in TurboTax. Most all of the forms are scheduled to be available on 01/18/2024 (subject to change)

I have been working on this issue with Virginia State Tax ( TurboTax deluxe). As of 1/18/2004 to 1/19/24 a number of updates for the forms and state tax occurred. So yes at this point the Virginia state tax down loaded. The download was also seen in the record of software downloaded.
Unfortunately, the state portion of of Turbotax was not functional. So yes I can download the state tax program at will (10 times). However, the program is not functional. I would appreciate any ideas. ( I also use the programs to figure out Tax withholding before April).
Can you clarify what you mean by 'the state portion was not functional'? In TurboTax Desktop, when you click on the STATE TAXES tab, do you see the 'Let's Work on Your State Return' message?
If you can provide more details, we'll try to help.
I would suggest going to the FILE menu, choose 'Remove State Return', then closing TurboTax, clear your Cache and Cookies, and re-open TurboTax to a different section of your Federal return (such as Income or Deductions).
Click through a couple screens, the go back to the STATE TAXES tab.
I'm OK now. When I wrote that TT had not yet been made available or VA had not yet delivered the Virginia State section of the program. This year, unlike previous years, when you tried to download it before it was available, the program just put you in a loop. In prior years, it would tell you when to come back. The good thing about this year is that the state portion was updated as soon as it was available. You didn't need to go back to download. TT should fix their message to let users know it's not a bug, but will update when programming is available.
I am having the same issues with Pennsylvania with our business. I too have found and tried what you did with the same dead end results. I waited until today hoping it would magically work with the new month. Have you managed to find a solution yet? This is beyond frustrating.
