Although the IRS has extended the Federal Tax deadline for California tax filers until November 16, 2023, TurboTax Online (TTO) will close for the 2022 tax year on Monday, October 16.
TurboTax never calculates or adds late penalties or interest to the tax you owe. That is done by the IRS or your state, and when it happens, they bill you for it later after they have received your tax return and your payment of the amount as shown on your tax form. That being said, there are certain locations in CA that have an extra extension for federal returns, courtesy of the IRS--- so as long as you file (and pay) by your new deadline you are fine. However, you are going to need to file by mail.
I had a filing session already started before Oct 16. Will Turbotax allow me to complete the filing and submission on-line? I thought I saw somewhere that it will allow me to file before Oct 31.

You will need to complete the return you started with the online editions but the tax return can only be printed and mailed.
The TurboTax online editions will be closing soon so time is of the essence.
