I'm doing 2019 taxes and ended up owing roughly $2500 for Wisconsin (difference between net tax and withholding). I'm pretty sure that means I'll owe an underpayment penalty, but Wisconsin Schedule U is not filling out. I thought it would auto-fill if needed. I do not have the "let WI DOR figure your penalty" checked in the WI Info page. Is there anything else that would keep it from filling out?
I don't have the WI software on my computer, but perhaps you fall under one of the exceptions...(assuming you also filed a 2018 WI tax return):

" Exceptions
You will not owe underpayment interest if your 2018 tax return was for a tax year of 12 full months (or would have been had you been required to file) AND either of the following applies.
1. You had no tax liability for 2018 and you were a Wisconsin resident for all of 2018, or
2. The amounts on lines 34 and 35 of your 2019 return are at least as much as the tax shown on your 2018 return. Your estimated tax payments for 2019 must have been made on time and for the required amount. This does not apply if you did not file a 2018 return.
The tax shown on your 2018 return is the amount on line 33 minus the amounts on lines 42 through 47.

# 2 in particular.....For instance, if your full year withholding on line 34 of the 2019 WI form 1, exceeded the tax on your 2018 WI Form 1 (line 33 minus amounts on lines 42-47 .... then you get a pass.
(I won't get into line 35 amounts if the line 34 wasn't enough, that's for including quarterly estimated taxes paid on-time during the year...and you may not have made any)
