2018 was a domiciled in Florida. Pension income taxes withheld in NJ because late notification of residency change to financial planner.Do I file NJ non-resident form?

Yes. You will file a New Jersey Non Resident Tax Return and report your sourced income as $0.

This will give you a refund of the taxes mistakenly withheld.
