TurboTax uses the IRS rules and worksheets as shown in IRS Schedule A for the Sales Tax deduction.

To enter your sales taxes
Or enter sales tax in the Search/Find box located in the upper right of the program screen. Click on Jump to sales tax
It will if you entered the correct percentage of state sales tax and local sales tax in the Sales Taxes section of the program under Deductions and Credits/Estimates and Other Taxes Paid
Despite inputting the sum of my state and local sales tax rates into the turbo tax section you've mentioned it only calculates my state portion. I say that because the state tax value from the IRS worksheet matches the Total amount of turbotax state AND local. Which means the turbotax calculation is pulling my state % from a table outside what i input.
