1099-R, one payer, with split amounts to multiple states

I have two 1099-R from the same Payer, they are both for the same retirement account.  I moved to another state two years ago, but didn't notify them of the move.  Two years ago I filed to state returns because of this.  I notified them of my change of address in the new state in Feb of 2019.  Once again I have two 1099-R.

Do I have to file to state returns again?

No state tax was withheld for either state.

If box 12 is blank the all boxes 12-14 must be blank.  If not state tax withheld there is nothing on a 1099-R that identifies the state.  What is the difference between the two 1099-R's?

If you only lived in one state then just file a return  for that state if required.

Thanks for your responses.  On the first form, box 13 has the state and number, box 14 has the amount for that state.  The same is true on the second form, box 13 has a different state and number, box 14 has the amount for that state.  On both forms there is nothing in box 12.  No state tax was withheld from the distribution, because that is how I chose to setup the account originally.

If there is an entry in box 13 or 14 then TurboTax considered that an error because box 13 & 14 say what *part* of the tax withheld in box 12 was sent to each state.   If box 12 is blank, then there was no tax withheld to send to a state.

In other words, boxes 13 & 14 specify how to treat box 12 and are meaningless if box 12 is zero or blank.  If box 12 is or of blank then ALL boxes 12-14 MUST be blank.

Some financial institutions always enter the state ID at tax ID in box 13, even when not needed, it is OK to make them blank if box 12 is blank.

If VA state tax was withheld in box 12, then the financial institution has already sent that money to VA. You would need to file a VA non-resident tax return  to report it.

Yes, you want to file the 1099-R on a Virginia nonresident return as you may be owed a refund of those taxes that were withheld.  If you were not a resident of VA, you don't owe tax on that distribution.

How do I file a nonresident state return?
