1099-G doesn't match

TurboTax auto-populates my total state tax payments and total refund which match my return from last year.  My 1099-G box 2 doesn't match the any of those amounts and is more than my refund.  I did not have unemployment income - just a state tax refund.

Why don't the amounts match and what do I enter into Turbo tax where it asks for total refund and total payments?

Can you clarify which state the 1099-G is for?

Box 2 of Form 1099-G shows the state or local income tax refunds, offsets, or credits you received( for example, Massachusetts 62F Tax Refund 2022).  These amounts typically only need to be reported if you Itemized your deduction and you took a federal deduction for paying those taxes in a prior year and that deduction actually reduced your federal taxes.

When you enter your information, TurboTax will calculate the taxable amount.
