TurboTax says I owe $115 in self employment tax on a 1099-NEC. When I entered the 1099-NEC my overall federal refund amount decreased by $205 dollars. Why the difference?

The only other items on my return are a W2 and interest income. Married filing jointly with one dependent and taking the standard deduction.

You apparently owed self-employment tax and ordinary federal income tax (they are two different types of taxes).

You would have to look at or print your return before you added the 1099NEC to compare it to with the1099NEC.  And see which lines are different.   It can affect many other things on your return.
