i received a 1099-NEC for a hobby cash, it has SSN number in the payer's TIN section, however to e-file it is asking for payer's EIN. i don't have it, what should i do?

The 1099-NEC is from a private party, not a company, they don't have EIN. I don't see any useful hints in the Turbotax other than take it from the form. The form can have either SSN or EIN in the TIN section.

You can enter the SSN with the format xx-xxxxxxx instead of the EIN.
