I live in CA, but I did remote work in WI and received a 1099-NEC. Do I need to file a WI State tax? If so will I be double taxed? Because CA is not giving a tax credit.

CA is not giving me a tax credit for the tax that I will be paying to WI. The income I eared from 1099-NEC is subjected to which state?

No, you don't need to file a WI non-resident tax return if you worked remotely from CA and did not work or live in the state of WI.
