I got a 1099-NEC for a stipend paid by my union for work I did as an elected officer. Does this go under self employment income?

If you received a 1099-NEC for work as an elected union officer, yes generally it ishould go under self-employment income. You should report this on Schedule C (Profit or Loss from Business) and pay self-employment taxes, which cover Social Security and Medicare. For more help, you can visit the IRS page on Form 1099-NEC for detailed information.
