I am a non-resident alien and CA non-resident. On my federal return I reported income on schedule NEC (capital gains, dividends). Where does this go on 540NR/schedule CA.

TurboTax does not support nonresident tax returns (Form 1040NR). Use our partner Sprintax.com to file you return.

TurboTax needs a correct federal return to properly compute you California return because CA tax is based on federal. You will not be able to prepare a correct CA return in TurboTax if you file Form 1040NR because that form will not match up with Form 1040 in TurboTax.
