If this is the only 1099-MISC form you have and you qualify for the California Middle Class Tax Refund (MCTR), it's probably your payment.

Per the State of CA Franchise Tax Board:  Individuals who received a MCTR of $600 or more will receive a 1099-MISC for this payment.

If you have an SSN and meet all the GSS II requirements, these are the stimulus amounts you may receive.
