You do not create a Form 1099-NEC to report your income, someone who pays you as an independent contractor would give you the Form 1099-NEC to show how much they paid you for work you did.

If you are self-employed as a hairstylist, you do not have to have any tax forms (like Form 1099-NEC) in order to report your income and expenses on your tax return.  You will use your own records showing how much you were paid to report your income on your return.

You will need to file a Schedule C Business Income and Expenses to report your business income from being a hairstylist.  This same form will be used to report expenses for your business, such as the cost of supplies or booth rent for example.
