Why is retirement income via Form 1099-R shown as wages (line 2) instead of retirement income (line 4)?

If you retired because of disability, your retirement distribution is reported as wages on line 7 of your Form 1040 until you reach the minimum retirement age. 

Disability is indicated on your Form 1099-R in Box 7 with code "3".
