HSA distributions made before reaching age 6 and not used for qualified medical expenses are subject to a 20% additional tax. I suspect that 2024 TurboTax asks this question only if you made an HSA distribution and you reached age 65 sometime during 2024, and asks this question in case you indicate that not all of the distribution was used for medical expenses.
