Why can't I proceed? I have entered an amount for Gross Distribution for 0f $0.02. This is the correct amount.

This is from a retirement account that has a very, very small balance

If the Form 1099-R has a box 1 distribution of $0.02 then you do not need to report the distribution.  Delete the Form 1099-R.
