Why can I not e-file my tax return if I don't have W-2s and only retirement income? The tax check indicates I have zero values from my W-2s and I don't even have any.

Error indicates that I have zero values for Line 6, Line 7, Line 11a, Line 11, Line 12, Line 15, and Line 18. I put all the values available on the 1099R form, which is my entire income plus my social security benefit. I have no W-2s.

That is correct. 

I assume the retirement income you are referring to is from Social Security and it is your only source of income. That being the case you are not required to file a tax return.
