Where do I put an IRA form 5498 also do I do anything with a form 1095-b and do I need to do anything with a capital credit from my electric company

You don't type in a Form 5498. However, if you made IRA contributions for tax year 2016, be sure to enter them under Deductions and Credits-Retirement and Investments-Traditional and Roth IRA Contributions.

Form 1095-B confirms that one had health insurance, but is not typed in either. Under Health Insurance, you indicate your coverage. You don't need to input a Form 1095-B, and there's no way to do so.

A credit from your electric company generally reduces what you pay to them. A reduction in cost is not taxable. The only time you need to claim income from similar things is when you deducted an amount in a previous year (and then got some part of it back). Its unlikely that your utility bills have any impact on your taxes.
