Where do I find the federal id number on my 1099R from the U.S . Retired Pay?

It should be below the Payer's name and labeled "Payer's TIN" (TIN = tax identification number).

This is what the standard IRS-approved form looks like. Your payor's form might look different but it should have the same information.
