Why can it not be reported to boost the sales tax deduction?

Any idea where to input? They do not provide 1099R and for some reason this year I cannot locate the proper place.

To enter your sales taxes

Click on Federal Taxes (Personal using Home and Business)
Click on Deductions and Credits
Click on I'll choose what I work on (if shown)
Scroll down to Estimates and Other Taxes Paid
On Sales Taxes, click the start or update button

Going through the Sales Tax section click on EasyGuide.  Answer the questions presented and you will get to the screen labeled Nontaxable Income.  Click on Yes
