Where do adjustments (box 2) of a 1099-G go?

I have a 1099-G from NYS unemployment. It has entries for both box 1 and box 2. I can fill it out for box 1, but box 2 is directing me to go to a federal carryover worksheet and there, it doesn't make sense that box 2's data can go anywhere. Box 2 is for a state tax refund.  If you did not use itemized deductions on the federal tax return for the year of the state tax refund, the refund is not reported on the federal tax return.

1) I certainly didn't get a state refund and 2) this was the exact amount I actually received for NYS unemployment after tax was withheld.

Now as I recall it, they sent me an extra 882 by mistake and I returned it. This must be that. However, that would imply the total they put in box 1 is an erroneous value as it won't get reported correctly if I don't put box 2 somewhere.

Sounds to me like you need to contact your state and see why they entered an amount in both box 1 and box 2 and verify that box 1 is your actual unemployment compensation.
