When filing taxes how do I answer the question if I am required to repay unemployment benefits when I my appeal to repay it is still under review?

the decision to repay my unemployment back or not is under review, so how do I file my taxes

Answer NO.  If you repay in 2021, it will be handled on your 2021 return (filed in 2022).
