No, they are asking if you took a distribution (not a loan except in the case of default), that would be subject to an early withdrawal penalty if you are not yet 59.5 years old, and if you repaid it. 

There are some special circumstances that allow you to repay the distribution and avoid penalties, for example someone in the military reserves who was called to active duty.
