What would cause a $21 tax penalty if I just entered income from 1099-Rs and Social Security?

I only see this on the "form" under tax summary. There are no errors at the end of the review in EasyStep. I cannot imagine what would trigger a penalty. My form is extremely simple.

You may have an underpayment penalty if you didn't have enough taxes withheld from your income throughout the year.  It doesn't matter if your tax return is simple.
