What social security do I put in "Parent's information" if my custodial parent is from Mexico?

My custodial parent is from Mexico and doesn't have SSN or file US taxes

In order to file using TurboTax, if you are not a US Citizen, then you would need to either meet the Substantial Presence Test or the Green card Test.  If you are a non-resident alien, then you would need to file a 1040NR which TurboTax does not support.  You could file through Sprintax.com who handles the 1040NR.

If you are a US Citizen or US Resident Alien this applies.

Why are you entering their information on your return?  Are you subject to the kiddie tax?  If so, you will need to print and mail your return as you will not be able to e-file without their information.  You will also enter $0 as their US taxable income since they would not have any (if they are still in Mexico and never worked in the US)

If all of you are nonresident aliens, then you could reach out to Sprintax.com to find out exactly how to file and what you need to do.
