What is "the value of all IRAs on12312016"?

I withdrew RMD for the year as I had done in 2015. This is accounted for in the return. Then why do we need to answer "value of all IRA's on 12312016? If required to be filledin, does it include ROTH IRA also?

This is not to include the value of your Roth IRAs, only your traditional IRAs.

This value is needed to determine the taxable amount of any traditional IRA distributions and Roth conversions when you have basis in nondeductible traditional IRA contributions.  TurboTax also asks for this, seemingly unnecessarily, if you have performed any Roth conversions during the tax year even when you do not have basis in nondeductible traditional IRA contributions.
