What does “Total of all your payments and withholding” mean on a 1099-G if it does not list it on the form? My 2017 1099-G does not have anything after box 3.

That means you didn't have any tax withheld for that 1099-G.

Leave the box blank.

It won’t let me leave it at zero. It says the amount has to be more than “0”.

Try deleting the whole 1099-G and re-entering it.

Did you put a zero in the box, or leave it blank?  Try deleting it, re-entering it, and hit Continue AFTER box 2.

I'm having this same issue, and I can't get around the box asking about my total withholding no matter what I do. Any other suggestions?

You cannot leave it blank. But if you enter 0, and it should work.

Are you seeing something like this on your screen?

If so, make sure that the box that says 

Total of all your payments and withholding (from 2016) has an amount in it.  It HAS to; otherwise you wouldn't have gotten a refund from that year, and you wouldn't have anything to report.

Yes that was correct answer, no taxes were withheld for you.  Hope you worked it out.
