What does it mean to attach first copy or Copy B of forms 1099R to the front of the Form 1040 SR? What is the first copy? What is Copy B of forms 1099R??

Just attach any copy of your 1099R.  It doesn't matter which one.  If you are mailing your return you need to attach any 1099 forms that show withholding on them in box 4.

So, I have two 1099-R forms but neither of them have any withholdings.  Therefore, I don't need to attach them is what you are saying?

Yes, you must attach both of your Forms 1099-R to your 1040 if mailing your tax return to the IRS.  Even if they have no federal withholding tax, they want these copies attached. 

 

They are not completely 'in sink' with the rules on what needs to be attached and what does not,  You can always be sure that a Form 1099-R and any W-2s, or any other tax document that does show federal withholding, should be attached to a return that is being mailed

The form themselves indicate it's only required if you had withholdings.  It gets kind of confusing.

I guess I'll be hearing from the IRS for the 1099-R's.

The Form 1099-R only need to be sent to the IRS if the federal tax return was mailed.  If the return was e-filed you do not need to send or mail the IRS the form.

 

E-filing with a Form 1099-R included in my tax return for the past 19 years and never had an issue with the IRS needing the paper form.
