What do I use when Washington State is not on the list of available states for my 1099-R?

Washington state does not have a personal or corporate income tax. Therefore, it is not included in the state listing for posting Income tax withheld.

i.e.  On the state line for a 1099-R form, you leave boxes 14,15,16 entirely empty/blank if you are a resident of WA (or any other state that does NOT have an income tax.  No numbers, no letters no spaces..entirely blank.
