What do I do with a 1099-G that I received from the city of Portland, OR for a previous year? It is for an overpayment that I was reimbursed. I was deemed exempt.

This was for a local METRO tax, but because I do not live in the area, I contested it and was reimbursed by check. Do I need to include this in TT, and how? I actually received two forms... one from 2022 and one from 2023.

If you took the standard deduction in the previous years, the refunds are not taxable.   See this TurboTax FAQ if you did itemize.   It has its own entry line, in Other Common Income.   see below @marcus_piper .
