WA state=no income tax; box 19 local income tax $49; NOTHING in boxes 16, 17 and 18; won't let me e-file because $49 is more than 1/2 of 0

boxes 16, 17 and 18 are 0 but 19 is $49 so I can't e-file; what do I do?

I am not sure why your employer withheld local taxes, so i would remove that amount from your return. it should not impact your federal return.
