W2 box 18 has an amount but 19 and 20 are blank

Received a w2 for a small settlement, less than $50. Box 18 has a dollar amount but boxes 19 and 20 are blank. Turbo tax will not let me submit w2 unless box 20 is filled out with “locality name”. What do I do? I’m in California.
