1099-Rs from 2008 thru 2018 start with Block 1, then Block 2a, and then skip to Block 5. During all those years, Turbotax never asked for data from Blocks 2 & 3, but did in 2018.
When you start entering a 1099R TurboTax asks what type of 1099R you have.
CSA-1099R
CSF 1099R
RRB 1099R
1099R.
Go back and make sure you checked the box for a CSA or CSF 1099R depending on which one you have.
To enter pension and annuity Payments (1099-R)

CSA-1099R was checked. Turbotax wants data from Block 2 and Block 3. There is no Block 2 or 3 on the 1099-R.
Does your CSA 1099R have an amount in box 2a for the taxable amount?
Yes, always has. Box 1 is Gross Distribution, 2a is taxable amount. The difference is my contribution while I was working.
