Turbo tax will not let me efile my taxes because of my 1099R on line 16 says 0 in state distribution Is this a glitch with turbo tax and if so when will it be resolved?

Anything in box 14?  For state boxes, for box 16 State Distribution put the same amount that’s in box 1.  If box 14 is blank you can leave boxes 14,15 & 16 blank.

What state are you in?   Delete the zero and leave it blank, then try to e-file again.
