Turbo tax is asking to enter an amount in Box 16 from Ohio 1099 R. My form has no box 16. Why can I continue?

Why can't I continue to complete my taxes? I have not Box 16 on my 1099 R.

Is there state income taxes withheld in box 14?  If there is then enter the amount from box 1 in box 16.

If there is no state income taxes withheld in box 14, then leave boxes 14, 15 and 16 blank (empty)
