Turbo Tax is asking the source of distribution from my 403B. I was eligible to make a withdrawal due to my age of 59/60. Not sure which box to check.

I have not yet retired, but know that I had to be 58.5 years of age in order to make a withdrawal.

If your distribution is from a 403-b plan, it is considered to be a qualified plan. You would be able to withdraw without penalty if you were 59 1/2 years old or older. Are you referring to the screen Was This Distribution From a Qualified Plan? or a different screen? If it's a different one, please tell me what the question says.
