Are you referring to a 1095A?   If you had healthcare insurance from the Marketplace----aka "Obamacare" or  "Affordable Care" from healthcare.gov you have to enter your 1095A so the software can calculate your premium tax credit.    If you did not have that kind of health insurance, you say NO to the question about a 1095A.
